Quick Summary
The Air Force Life Cycle Management Center (AFLCMC) Armament Directorate (ADRR) has issued a Commercial Solutions Opening (CSO) for Innovative Execution, seeking rapid development and characterization of new technologies and system concepts. This umbrella CSO, open until June 4, 2026, utilizes "spirals" for specific calls to action. The latest active spiral, Amendment 5, is a Request for Information (RFI) for the Family of Affordable Mass Missiles – Beyond Adversary’s Reach (FAMM-BAR). Responses for the FAMM-BAR RFI are due April 29, 2026.
Overall CSO Purpose & Scope
The AFLCMC ADRR CSO aims to acquire innovative commercial products or services to rapidly develop and characterize new technologies and system concepts for the U.S. Air Force. It exploits commercial items and services for rapid response to shifting requirements across all lifecycle phases of weapons execution. This CSO may lead to FAR Part 12 contracts or Other Transaction (OT) agreements under 10 U.S.C. 4022. While the CSO is open, specific requirements and submissions are posted as "spirals." No funding is currently available for the CSO itself, and the Government is not seeking unsolicited proposals.
Current Active Spiral: FAMM-BAR RFI (Amendment 5)
This is a Request for Information (RFI) for the Family of Affordable Mass Missiles – Beyond Adversary’s Reach (FAMM-BAR). Interested sources should submit information via email only, including "RFI Response: FAMM-BAR" in the subject line. Responses are due no later than 1700 hrs on April 29, 2026, to AFLCMC.EBIW.Contracting@us.af.mil. An Industry Day for FAMM-BAR is scheduled for May 6, 2026.
Key Areas of Interest (General CSO)
Potential areas of interest for future spirals include: Seeker Science and Technology (S&T) and Prototyping, Warhead Energetics, Software Defined Radio Prototyping, Prototype integration, Advanced system reprogramming concepts, Artificial Intelligence and Machine Learning Implementation, Hardware and Software Design, System Modeling, Data Mining, Computer Networks, Software & Tools, MBSE Related Software Development Kits, WOSA Domain Software Design & Architecture, Munitions Open Architecture Test and Evaluation Lab (MOATEL) Testing, and Mission Planning Software.
Contract Details & Eligibility
Awards may result in an Other Transaction (OT) agreement or a FAR Part 12 contract. The CSO is open until June 4, 2026. Funds are not currently available, and the Government's obligation is contingent upon appropriated funds. Vendors receiving prototype OT project awards will be required to share one-third of the project cost, unless they are a non-traditional defense contractor, small business, or a team consisting entirely of such entities. Foreign participation at the prime level is prohibited.
Submission & Evaluation
Solution briefs are submitted in response to specific "spirals," which can be "Closed" (with deadlines) or "Open" (accepted anytime). Commercial Solution Briefs (CSBs) are evaluated against stated criteria, potentially leading to invitations for demonstrations. Commercial Solution Proposals (CSPs) will request technical and price proposals. Evaluation factors primarily include technical merit, importance to agency programs, and funds availability, with price considered as appropriate.
Relevant Attachments
Bidders should note the availability of the Weapons Government Reference Architecture (GRA) v5.1 Quick Start Guide, which provides an overview and access instructions for the systems engineering framework. Other attachments include "Milestones and Payment" and "Property/Equipment" forms, relevant for understanding potential contract structures.
