Purpose & Scope
AFSOC aims to acquire agile and scalable support to rapidly design, develop, test, and integrate capabilities that enhance operational readiness and meet emerging mission demands. This includes advancing architectures for high-end combat, enabling enhanced precision effects, supporting the Adaptive Airborne Enterprise (A2E), and accelerating force modernization. The scope covers flexible, turnkey support for innovation, prototyping, and experimentation, including:
- Procurement of materials, COTS equipment, and custom hardware.
- Logistics coordination and vendor travel.
- Access to private or controlled range spaces with safety oversight.
- On-demand technical consultation and Subject Matter Expert (SME) support.
- Integration of emerging technologies (e.g., AI, ML, c-UAS, cyber, tactical networking).
- Design, integration, and deployment of custom tactical networks and Unmanned Aircraft Systems (UAS).
- Additive and subtractive manufacturing for rapid prototyping. This OTA is for flexible support and capabilities, not specific "end-to-end" solutions. Advanced manufacturing is one segment of broader service-oriented requirements.
Contract Details
- Contract Type: Prototype Other Transaction Agreement (OTA).
- Period of Performance: Ordering period from March 2, 2026, to March 1, 2031.
- Place of Performance: Primarily contractor facilities within 3 miles of Hurlburt Field, FL, and designated range spaces within 55 miles of Hurlburt Field, FL. These location requirements must be met at proposal submission.
- Pricing: Work Orders may be cost-shared, fixed-support, or hybrid, negotiated at the Work Order level. A minimum one-third non-Federal cost share (e.g., in-kind contributions) is typically required for Prototype OTAs.
- Security: Some task orders may involve classified information up to TOP SECRET/SCI. Offerors must demonstrate capability to support classified efforts via a Security Annex. Facility Clearances (FCL) "in the works" may be acceptable for certain tasks, but awardees must meet specific task order security requirements.
