Quick Summary
The Air Force Special Operations Command (AFSOC) is soliciting proposals for a Prototype Other Transaction Agreement (OTA) under 10 U.S.C. § 4022. This opportunity, titled "AFSOC Innovation, Logistical, and Material Support OTA," seeks industry partners to provide rapid development and integration of innovative capabilities. AFSOC encourages participation from non-traditional defense contractors, small businesses, and innovative commercial firms. Proposals are due by February 16, 2026, at 1400 CST.
Scope of Work
AFSOC requires flexible, turnkey support for innovation, prototyping, and experimentation. This includes:
- Procurement of materials, COTS equipment, and custom hardware.
- Logistics coordination and vendor travel.
- Access to private or controlled range spaces with safety oversight.
- On-demand technical consultation and Subject Matter Expert (SME) support.
- Integration of emerging technologies such as AI, ML, c-UAS, cyber, and tactical networking.
- Design, integration, and deployment of custom tactical networks and Unmanned Aircraft Systems (UAS).
- Additive and subtractive manufacturing for rapid prototyping and limited-run fabrication. The OTA is intended as a rapid innovation pathway for AFSOC mission needs and capability gaps, not for soliciting or selecting a specific "end-to-end" solution.
