Purpose & Scope

The scope includes procurement of materials, COTS equipment, custom fabrication, logistics coordination, and access to range spaces. Key areas of interest involve integrating emerging technologies such as AI, ML, c-UAS, cyber, and tactical networking, as well as designing and deploying custom tactical networks and UAS, and utilizing additive/subtractive manufacturing. The OTA is intended as a rapid innovation pathway (concept-to-demo-to-fielding) to address AFSOC mission needs and capability gaps, rather than procuring specific "end-to-end" solutions.
Contract Details
- Contract Type: Prototype Other Transaction Agreement (OTA). This agreement is largely exempt from FAR/DFARS.
- Period of Performance: The ordering period is from March 2, 2026, to March 1, 2031.
- Place of Performance: Contractor facilities must be within 3 miles of Hurlburt Field, FL, and designated range spaces within 55 miles. These location requirements must be met at the time of proposal submission. The prime contractor must have full control over these facilities.
- Pricing: Work Orders will be negotiated and may be government-funded, cost-shared, fixed-support, or hybrid. Prototype OTAs commonly require meaningful non-Federal "in-kind" contributions (at least one-third of total cost).
- Security: Some task orders may require access up to TOP SECRET/SCI. Offerors must demonstrate capability to support classified efforts via a Security Annex. While an FCL "in the works" may be acceptable for unclassified tasks, specific security requirements must be met for classified work at the time of performance.
