Additional Notes
This OTA is intended as a rapid innovation pathway rather than a procurement for a specific "end-to-end" solution. Offerors must submit a Security Annex demonstrating the capability to handle classified work up to TOP SECRET/SCI. Per statute, prototype projects typically require a one-third cost-share from non-federal sources unless specific non-traditional contractor participation requirements are met.
