- This agreement is generally not subject to FAR/DFARS.
- Some task orders may involve classified information up to TOP SECRET/SCI. Offerors must demonstrate capability to support classified efforts, including Facility Clearance (FCL) status, personnel clearances, and secure facilities. An FCL "in the works" may be acceptable for unclassified tasks.
- Prototype OTAs commonly require meaningful in-kind contributions (e.g., internally funded labor, facility use) beyond government funding.
- The prime contractor does not need to own the facility but must have full control over it.
