Scope of Work
AFSOC requires agile and scalable acquisition support to rapidly design, develop, test, and integrate innovative capabilities that enhance operational readiness and meet emerging mission demands. This includes advancing architectures for high-end combat, enabling enhanced precision effects, supporting the Adaptive Airborne Enterprise (A2E), and accelerating force modernization. The scope encompasses:
- Procurement of materials, COTS equipment, and custom hardware.
- Logistics coordination and vendor travel.
- Access to private or controlled range spaces with safety oversight.
- On-demand technical consultation and Subject Matter Expert (SME) support.
- Integration of emerging technologies such as AI, ML, counter-UAS (c-UAS), cyber, and tactical networking.
- Design, integration, and deployment of custom tactical networks and Unmanned Aircraft Systems (UAS).
- Additive and subtractive manufacturing for rapid prototyping and limited-run fabrication. The OTA is intended for flexible support and services, not for procuring specific "end-to-end" solutions.
Contract Details
- Contract Type: Prototype Other Transaction Agreement (OTA). This agreement is generally not subject to FAR/DFARS.
- Period of Performance: An ordering period from March 2, 2026, to March 1, 2031.
- Place of Performance: Primarily contractor facilities located within 3 miles of Hurlburt Field, FL, and designated range spaces within 55 miles of Hurlburt Field, FL. These location requirements must be met at the time of proposal submission.
- Pricing: Work Orders will be negotiated and may be cost-shared, fixed-support, or hybrid. Prototype OTAs commonly require meaningful non-Federal cost-share (at least one-third) or in-kind contributions.
- Security: Some task orders may involve classified information up to TOP SECRET/SCI. Offerors must demonstrate capability to support classified efforts, including Facility Clearance (FCL) status, personnel clearances, and secure facilities. An FCL "in the works" may be acceptable for unclassified tasks.
