  • On-demand technical consultation, SME support, and lab/fabrication access.
  • Integration of emerging technologies (AI, ML, c-UAS, cyber, tactical networking).
  • Design, integration, and deployment of custom tactical networks, datalinks, and tactical UAS.
  • Additive and subtractive manufacturing for rapid prototyping.
  • Any service enabling rapid development, demonstration, or deployment of solutions enhancing AFSOC mission readiness. The OTA is intended as a rapid innovation pathway, not for soliciting specific "end-to-end" proprietary solutions.

Contract & Timeline

  • Contract Type: Prototype Other Transaction Agreement (OTA) under 10 U.S.C. § 4022. Not subject to FAR/DFARS unless specifically incorporated.
  • Period of Performance: Ordering period from March 2, 2026, to March 1, 2031.
  • Place of Performance: Primarily contractor facilities or designated range spaces. Contractor facilities must be within 3 miles of Hurlburt Field, FL, and range spaces within 55 miles of Hurlburt Field, FL. These are strict requirements at the time of proposal submission.
  • Pricing: Work Orders may be government-funded, cost-shared, fixed-support, or hybrid, negotiated at the Work Order level. Prototype OTAs commonly require meaningful non-Federal in-kind contributions.

Important Notes

Some task orders may require access up to TOP SECRET/SCI. Offerors must demonstrate capability to support classified efforts, including Facility Clearance (FCL) status and personnel clearances. An "FCL in the works" may be acceptable for unclassified tasks, but specific requirements must be met for classified work. The Security Annex Template (Attachment 2) must be submitted to demonstrate security posture.
