Quick Summary
The U.S. Air Force (USAF) has issued an Industry Update #2 regarding the acquisition strategy for Base Operations Support (BOS) services in Türkiye and Spain. The previous combined requirement will now be separated into two independent Indefinite Delivery, Indefinite Quantity (IDIQ) contracts: T-BOS (Türkiye) and S-BOS (Morón Air Base, Spain). This Sources Sought notice seeks industry feedback on a new risk-mitigation clause and pricing strategies. Responses are due March 1, 2026.
Scope of Work
- T-BOS (Türkiye): Provides BOS services at Incirlik Air Base, Izmir Air Station, and ODC-T. The scope has been reduced, removing Full Food Services, Custodial/Housekeeping, Grounds Maintenance, Golf Course Maintenance, and Refuse Services at Ankara Support Facility. These functions will transition to local service providers. The contract duration is projected for a 3-year base with two 12-month options (5 years total).
- S-BOS (Spain): Provides comprehensive BOS services at Morón Air Base. The contract duration is projected for a 3-year base with four 12-month options (7 years total).
- Both contracts will replace the current UABOS Services Contract (FA5641-20-D-0009) and encompass a wide range of services including Program Management, Civil Engineering, Communications, Force Support, Logistics, Safety, Medical Maintenance Operations Management Services (MMOMS), Administrative Services, and Transient Alert, as detailed in the Draft PWS.
Contract & Timeline
- Type: Sources Sought (pre-solicitation update). Future contracts will be IDIQ, primarily Firm-Fixed-Price (FFP) for core functions, with Cost-Reimbursable CLINs for other direct costs.
- Set-Aside: None specified.
- Projected Solicitation Issuance: May 1, 2026.
- Projected Site Visits: Scheduled near RFP release, consecutive days for both locations. Limited to two representatives per company, with strict entry approval requirements.
- Projected Proposal Due Date: Minimum 60 calendar days after RFP release.
- Projected Contract Award: Calendar Year 2027.
- Projected Full Performance Start: No later than January 28, 2028, preceded by a 60-day transition period.
- Response Due for this Notice: March 1, 2026, 11:00 AM Z.
- Published: January 28, 2026.
Key Considerations & Feedback Requested
- Union Labor Agreements: Both contracts require the successor contractor to assume the incumbent workforce. Specific Collective Labor Agreements (CLAs) apply to each location, dictating terms like mandatory workforce inheritance, wage increases, and comprehensive benefits.
- Türkiye Specific Risks: The T-BOS contract faces significant economic risks due to hyperinflation and currency volatility. The Government has developed a draft H-1, Combined Labor and Currency Clause (C-LAC) to mitigate these risks through a semi-annual price adjustment
