Scope of Work
The acquisition will provide comprehensive BOS services for United States Air Forces in Europe and Africa (USAFE-AFAFRICA). Based on market research, the Government has decided to separate the combined requirement into two distinct contracts. The T-BOS requirement has been reduced, removing Full Food Services/Dining Hall, Custodial/Housekeeping, Grounds Maintenance/Landscaping, Golf Course Maintenance, and Refuse Services at Ankara Support Facility, which will transition to local service providers. The scope covers a broad range of services including Program Management, Civil Engineering, Communications, Force Support, Logistics, Safety, Medical Maintenance, Administrative Services, and Transient Alert.
Contract Details
Both T-BOS and S-BOS contracts are envisioned as IDIQ vehicles, primarily with Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for core functions, supplemented by Cost-Reimbursable (CR) CLINs for materials, travel, and unscheduled work.
- S-BOS (Spain): Anticipated 3-year base + 4x 12-month options (total 7.5 years, including 6-month extension clause). Contractors must inherit the incumbent workforce and negotiate company-level Collective Labor Agreements (CLAs), factoring in mandatory wage increases and comprehensive fringe benefits.
- T-BOS (Türkiye): Anticipated 3-year base + 2x 12-month options (total 5.5 years, including 6-month extension clause). Due to unique economic risks (hyper-inflation, currency volatility), the Government has developed a "Combined Labor and Currency Clause" (C-LAC) to share risk, which will be included in the contract. The successor contractor must inherit the incumbent workforce and adhere to a multi-employer CLA with semi-annual wage increases tied to the Türkiye-wide General Consumer Price Index.
Acquisition Timeline
- RFP Issuance: Anticipated on or around June 1, 2026.
- Türkiye Site Visit: Rescheduled to May 20-21, 2026 at Incirlik Air Base. Registration is closed.
- Spain Site Visit: Held on April 15, 2026 at Morón Air Base.
- Proposal Due Date: Projected for August 1, 2026 (minimum 60 days after RFP release).
- Contract Award: As soon as practicable in Calendar Year 2027.
- Full Performance Start: No later than January 28, 2028.

- Past Performance: Evaluated as Acceptable/Unacceptable (or Pass/Fail), requiring 2-5 recent and relevant contracts ($20M+ annual value, OCONUS BOS experience).
- Technical: Significantly More Important than Price, rated Outstanding to Unacceptable. Subfactors include Program Leadership/Staffing & Continuity (Staffing Plan, Phase-In Plan, Key Personnel Continuity Plan, Union Labor Management Plan for Spain) and Performance Oversight & Technology.
