Acquisition Strategy & Scope
The government will separate the Türkiye and Spain BOS requirements. For Türkiye (T-BOS), five functions (Full Food Services, Custodial/Housekeeping, Grounds Maintenance, Golf Course Maintenance, Refuse Services at Ankara Support Facility) will be removed from the BOS contract and transitioned to local service providers by the 39th Contracting Squadron.
Contract Details
Both T-BOS and S-BOS contracts are envisioned as IDIQ vehicles, primarily with Firm-Fixed-Price (FFP) CLINs for core functions, supplemented by Cost-Reimbursable CLINs for materials and other direct costs.
- S-BOS (Spain): Three-year base + four 12-month options (7 years total).
- T-BOS (Türkiye): Three-year base + two 12-month options (5 years total), due to economic risks.
- Projected Solicitation Issuance: May 1, 2026.
- Proposal Due Date: Minimum 60 calendar days after RFP release.
- Contract Award: Calendar Year 2027.
- Full Performance Start: No later than January 28, 2028.
Key Considerations
Both contracts require adherence to Host Nation labor laws and Collective Labor Agreements (CLAs).
- Spain (S-BOS): Successor contractor must inherit the incumbent workforce and negotiate company-level agreements, factoring in mandatory wage increases, employer-provided transportation, and comprehensive fringe benefits. Employer social security contributions are approximately 31.4% of gross salary.
- Türkiye (T-BOS): Successor contractor must inherit the incumbent workforce. The USG may negotiate the CLA directly. Significant challenges include hyperinflation (over 50% annual cost growth) and currency fluctuation (USD contract, TRY labor costs). Employer social security contributions are approximately 22.5% of gross salary. To mitigate these risks, the Government has developed a unique Combined Labor and Currency Clause (C-LAC), an Economic Price Adjustment (EPA) mechanism using a "ledger" system for semi-annual adjustments. Feedback is sought on the mandated "Turkish Labor Component" (TLC) and pre-performance currency risk.
Site Visits & Engagement
- Türkiye Site Visit: Postponed to May 19-20, 2026, at Incirlik Air Base. Registration is closed; existing registrations remain valid.
- Spain Site Visit: Proceeds as scheduled on April 15, 2026, at Morón Air Base.

Evaluation
The source selection strategy will be a Best-Value Tradeoff, with Technical factors being Significantly More Important than Price. Past Performance will be evaluated as Acceptable/Unacceptable, and Price will be Equal to all non-price factors combined.
