Acquisition Strategy & Scope

The T-BOS scope will be reduced, removing Full Food Services, Custodial/Housekeeping, Grounds Maintenance, Golf Course Maintenance, and Refuse Services at Ankara Support Facility, which will transition to local service providers. The overall scope includes a wide range of BOS functions such as Civil Engineering, Program Management, Communications, Force Support, Logistics, Safety, Medical Maintenance, Administrative Services, and Transient Alert.
Contract Details & Timeline
Both contracts are envisioned as Indefinite Delivery, Indefinite Quantity (IDIQ) vehicles, primarily with Firm-Fixed-Price (FFP) CLINs supplemented by Cost-Reimbursable elements. The S-BOS (Spain) contract is projected for a 3-year base and four 12-month options (7 years total), while the T-BOS (Turkey) contract will have a 3-year base and two 12-month options (5 years total) due to economic risks. A draft H-Clause outlines Liquidated Damages of $500 per day for Key Personnel vacancies not filled within 60 days. The RFP is expected around June 01, 2026, with proposals due a minimum of 60 days thereafter (projected August 1, 2026). Contract award is anticipated in CY 2027.
Labor & Risk Considerations
Both contracts mandate workforce inheritance. For Spain, contractors are responsible for negotiating company-level Collective Labor Agreements (CLAs), factoring in fixed wage increases, employer-provided transportation, and comprehensive fringe benefits. For Turkey, the successor contractor must adopt a unique, multi-employer CLA, facing significant risks from hyperinflation (semi-annual wage/benefit increases tied to CPI, exceeding 50% annual growth) and currency fluctuation (USD priced, TRY incurred). To mitigate this, the Government has developed a unique "H-1, Combined Labor and Currency Clause" (C-LAC), a ledger-based mechanism for semi-annual price adjustments. Feedback was sought on a mandated "Turkish Labor Component" (TLC) of ~55% and pre-performance currency risk.
Evaluation Factors
Draft evaluation criteria for Spain BOS indicate a Best-Value Tradeoff approach, with Technical factors significantly more important than Price. Past Performance will be evaluated as Acceptable/Unacceptable, requiring 2-5 recent and relevant (within 5 years, $20M+ annual) prime contractor BOS experiences, including OCONUS. Technical evaluation includes Program Leadership/Staffing & Continuity (Staffing Plan, Phase-In Plan, Key Personnel Continuity, and a Spain-specific Union Labor Management Plan).
Site Visits & Feedback
A pre-RFP site visit for Spain (Morón AB) occurred on April 15, 2026, with briefing slides and attendee lists now released. The Turkey (Incirlik AB) site visit has been rescheduled to May 20-21, 2026. Registrations for the Turkey site visit are closed, and no new registrations are being accepted. Industry feedback on draft documents (PWS, Section M, H-Clause, C-LAC) was due by April 22, 2026.
