Quick Summary

The Department of the Air Force is conducting market research and providing updates for the upcoming Turkey-Spain (T-S) Base Operations Support (BOS) Acquisitions. Purpose & Background

This notice provides an update to the acquisition strategy for the T-S BOS requirements, which will replace the current United States Air Forces in Europe - Air Forces Africa Base Operations Support (UABOS) Services Contract (FA5641-20-D-0009). Based on extensive market research, the Government will contractually separate the combined requirement into two independent contracts for Türkiye and Spain, aiming for simultaneous RFP issuance and aligned acquisition timelines.

Scope of Work

The BOS services encompass a wide range of day-to-day base operations, including General Requirements, Program Management, Civil Engineering, Communications Support, Force Support Services, Logistics Support, Safety, Medical Maintenance Operations Management Services (MMOMS), Administrative Services, and Transient Alert. For the T-BOS requirement, the following functions will be removed: Full Food Services/Dining Hall Operations, Custodial/Housekeeping, Grounds Maintenance/Landscaping, Golf Course Maintenance, and Refuse Services at the Ankara Support Facility. These will transition to local service providers.

Acquisition Strategy & Contract Details

The Government envisions two IDIQ contracts, primarily with Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for core functions, supplemented by Cost-Reimbursable CLINs.

  • S-BOS (Spain): 3-year base + 4x12-month options (7 years total).
  • T-BOS (Türkiye): 3-year base + 2x12-month options (5 years total) due to unique economic risks. Projected Timelines (Tentative):
  • Solicitation Issuance: May 1, 2026
  • Proposal Due Date: Minimum 60 calendar days after RFP release
  • Contract Award: As soon as practicable in Calendar Year 2027
  • Full Performance Start: No later than January 28, 2028 (with 60-day transition)

Key Considerations & Risks

Both Türkiye and Spain requirements involve mandatory workforce inheritance from the incumbent contractor and adherence to Host Nation labor laws and Collective Labor Agreements (CLAs).

  • Spain (S-BOS): Contractor negotiates company-level CLA, subject to minimum wage and sector CLAs. Anticipate fixed wage increases, employer-provided transportation, and comprehensive fringe benefits. Employer social security contributions are approximately 31.4% of gross salary.
  • Türkiye (T-BOS): Successor contractor adopts a unique multi-employer CLA. This creates a "dual risk" environment of high local inflation (semi-annual increases tied to CPI, >50% annual cost growth) and currency fluctuation (USD contract, TRY labor costs). Employer social security contributions are approximately 22.5% of gross salary. To mitigate these risks, the Government developed a unique "H-1, Combined Labor and Currency Clause" (C-LAC), a draft of which is available for review. Feedback is requested on the mandated "Turkish Labor Component" (TLC) percentage (approx. 55%) and how firms approach pre-performance currency fluctuation risk.

Pre-RFP Site Visits & Registration

Two separate pre-proposal site visits are scheduled:

  • Türkiye (T-BOS): Incirlik Air Base, April 21-22, 2026. Arrival 11:00 AM (180 min prior for processing).
  • Spain (S-BOS): Morón Air Base, April 15, 2026. Arrival 09:00 AM (90 min prior for processing). Registration Deadline: March 6, 2026, 1400 CET (Firm). Interested vendors must register via email to the POCs, providing full attendee details (max 2 per company), scanned passport/ID, and a completed registration package specific to each location. Strict entry approval requirements apply.

Source Selection

The source selection will utilize a Best-Value Tradeoff approach. Technical factors will be Significantly More Important than Price, and Past Performance will be evaluated as Acceptable/Unacceptable. Price will be Equal to all non-price factors combined. Key technical evaluation areas include Program Leadership/Staffing, Performance Oversight, and Technology. Past performance requires recent (within 3 years) and relevant prime contractor experience on similar OCONUS BOS-type contracts.
