Quick Summary

This Special Notice (Amendment 1) announces pre-RFP site visits for the upcoming Turkey (T-BOS) and Spain (S-BOS) Base Operations Support (BOS) Acquisitions. The U.S. Government will host separate site visits at Incirlik Air Base, Turkey (April 21-22, 2026) and Morón Air Base, Spain (April 15, 2026). Interested vendors must register for each event separately by March 6, 2026, 1400 CET. This notice also provides an update on the acquisition strategy, including the separation of the T-BOS and S-BOS requirements and a new risk-mitigation clause for Turkey.

Acquisition Strategy & Scope

The U.S. Air Force is separating the combined BOS requirement into two independent contracts: T-BOS for Turkey and S-BOS for Morón Air Base, Spain. Both will be Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, primarily Firm-Fixed-Price (FFP) with Cost-Reimbursable CLINs. The T-BOS scope has been reduced, removing Full Food Services, Custodial/Housekeeping, Grounds Maintenance, Golf Course Maintenance, and Refuse Services at Ankara Support Facility, which will be acquired locally by the 39th Contracting Squadron.

Contract Details & Timeline

  • Contract Type: IDIQ (FFP/Cost-Reimbursable CLINs)
  • Duration: S-BOS: 3-year base + 4 option years (7 years total); T-BOS: 3-year base + 2 option years (5 years total)
  • Projected Solicitation Issuance: May 1, 2026
  • Projected Proposal Due Date: Minimum 60 calendar days after RFP release
  • Projected Contract Award: Calendar Year 2027
  • Full Performance Start: No later than January 28, 2028
  • Set-Aside: None specified (pre-RFP notice)

Key Considerations & Risks

Both T-BOS and S-BOS require contractors to manage local national workforces in accordance with Host Nation labor laws and Collective Labor Agreements (CLAs). Both contracts mandate workforce inheritance. Spain's CLA includes fixed wage increases and employer-provided transportation. Turkey's CLA presents a
