Both RFPs will be issued simultaneously with aligned timelines and evaluation criteria to reduce bidder burden.

The scope for T-BOS has been reduced, removing Full Food Services/Dining Hall, Custodial/Housekeeping, Grounds Maintenance, Golf Course Maintenance, and Refuse Services at Ankara. These functions will transition to local service providers managed by the 39th Contracting Squadron.

Contract Details

Both T-BOS and S-BOS contracts are envisioned as Indefinite Delivery, Indefinite Quantity (IDIQ) vehicles, primarily with Firm-Fixed-Price (FFP) CLINs for core functions, supplemented by Cost-Reimbursable (CR) CLINs for materials, travel, and other direct costs.

  • Technical (Factor 2): Significantly More Important than Price. Rated adjectivally (Outstanding to Unacceptable). Includes Subfactor 1: Program Leadership/Staffing & Continuity (Staffing Plan, Phase-In Plan, Key Personnel Continuity Plan, Union Labor Management Plan for Spain).
  • Price (Factor 3): Considered after technical and past performance, for fairness and reasonableness.
