Quick Summary

The Department of the Air Force is providing an industry update for the Turkey-Spain (T-S) Base Operations Support (BOS) Acquisitions. This Sources Sought notice details a revised acquisition strategy to separate the current combined requirement into two independent contracts: Base Operating Support (BOS) services in Türkiye (T-BOS) and Base Operating Support (BOS) services at Morón Air Base, Spain (S-BOS). The government intends to use identical acquisition timelines, proposal instructions, and evaluation criteria for both. Site visits are scheduled for April 15, 2026 (Spain) and April 21-22, 2026 (Türkiye), with a mandatory registration deadline of March 6, 2026.

Scope of Work

The acquisition will replace the current USAFE-AFAFRICA BOS Services Contract (FA5641-20-D-0009). For the T-BOS requirement, the scope has been reduced by removing five functions: Full Food Services/Dining Hall Operations, Custodial/Housekeeping, Grounds Maintenance/Landscaping, Golf Course Maintenance, and Refuse Services at Ankara Support Facility. These functions will transition to local service providers. The overall BOS services cover a wide range of day-to-day base operations, including general requirements, program management, civil engineering, communications, force support, logistics, safety, medical maintenance, administrative services, and transient alert.

Contract & Timeline

  • Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) vehicles, primarily Firm-Fixed-Price (FFP) CLINs for core functions, supplemented by Cost-Reimbursable CLINs for materials, travel, and other direct costs.
  • Duration: S-BOS (Spain) is envisioned as a three-year base with four 12-month options (7 years total). T-BOS (Türkiye) is envisioned as a three-year base with two 12-month options (5 years total) due to economic risks.
  • Projected Solicitation Issuance: May 1, 2026.
  • Site Visits: April 15, 2026 (Morón AB, Spain) and April 21-22, 2026 (Incirlik AB, Türkiye). Registration deadline: March 6, 2026, 1400 CET (Firm). Limited to two representatives per company. Strict entry approval requirements apply.
  • Proposal Due Date: Minimum 60 calendar days after RFP issuance.
  • Contract Award: As soon as practicable in Calendar Year 2027.
  • Full Performance Start: No later than January 28, 2028, preceded by a 60-day transition period.
  • Set-Aside: None specified (Sources Sought).

Key Considerations

  • Union Labor Agreements: Both T-BOS and S-BOS require the successor contractor to initially assume the predecessor's workforce in accordance with Host Nation labor laws and Collective Labor Agreements (CLAs).
  • Spain (S-BOS): Contractor is responsible for negotiating company-level agreements. Key cost drivers include mandatory workforce inheritance, fixed wage increases (e.g., 3.00% in 2022/2023, 2.75% in 2024), employer-provided transportation, and comprehensive fringe benefits.
  • Türkiye (T-BOS): Successor contractor must adopt a unique, multi-employer CLA. Critical cost drivers include mandatory workforce inheritance, automatic cost escalation tied to the Türkiye-wide General Consumer Price Index (resulting in over 50% annual cost growth), comprehensive benefit packages, employer-provided transportation, and significant currency fluctuation risk (USD contract, TRY labor costs).
  • Combined Labor and Currency Clause (C-LAC): To address hyperinflation and currency risk in Türkiye, the Government has developed a unique H-1 clause (C-LAC). This mechanism creates a single, integrated price adjustment every six months, using a ledger system to balance mandatory labor inflation and currency savings. The Government seeks feedback on this draft clause and on the proposed 55% Government-mandated "Turkish Labor Component" (TLC) and pre-performance currency risk.
