Scope of Work
The project requires comprehensive internal cleaning of fifty (50) HVAC AHUs in Building NH100 and four (4) RTUs in Buildings 120/121. This includes cleaning supply and return fans, associated dampers, in-line return air fans, cooling and heating coils, filter frames, motors, condensate drain pans, duct connection canvases, internal supports, and casings. Specific tasks involve cleaning outdoor air ductwork, drain piping, removal/cleaning/re-installation of supply fan impellers with new bearings and system balancing, vacuuming and sealing interior sound attenuation/insulation, and wiping flex transition material. Additional repairs include addressing corroded inlet cones on Building 120/121 RTUs, repairing a leaking chilled water line on Building 121 RTU-2, and specific AHU issues in NH100 (e.g., bent coil fin combing). All air filters must be replaced post-cleaning.
Performance Standards & Requirements
The contractor must submit a Draft Project Work Plan within 10 days and an approved Site-specific Safety and Health Plan (SSHP/HASP) within 30 days of award. Weekly In-Progress Review (IPR) meetings are required, along with Confirmation Notices and meeting minutes. Cleaning methods must be NADCA-approved. Safety Data Sheets (SDS) for all chemicals, pre-work inspections, Lockout/Tagout procedures, and use of EPA-registered disinfectants are mandatory. Personnel must wear appropriate PPE, and debris removal must prevent cross-contamination. Extensive quality assurance documentation, including cleaning logs, airflow test results, visual inspection reports, and a final Completion Report, is required. The facility will remain operational, requiring minimal interference. One person may fulfill the roles of Superintendent, Quality Control Manager, and Safety and Health Officer if qualified.
Contract Details
This opportunity has an estimated cost range of $1,000,000 to $5,000,000. The contract completion date is 180 days after award, with liquidated damages set at $880 per calendar day. Award will be based on the Lowest Price. Bid bonds are required for proposals $150K and greater, and payment bonds for proposals $35K and greater. The Buy American Act and Executive Orders 13706 (Paid Sick Leave) and 13658 (minimum wage) apply.

Requests for Information (RFIs) are due by January 30, 2026, 2:00 PM EST. An amendment has scheduled a site visit for Thursday, January 29, 2026, at 10:00 AM EST at NH100 (Naval Hospital). Contractors must acknowledge all amendments when submitting their proposal.
