Scope of Work
The project involves comprehensive internal cleaning of fifty (50) HVAC Air Handling Units (AHUs) in Building NH100 and four (4) Roof Top Units (RTUs) at Buildings 120/121. This includes cleaning supply/return fans, dampers, cooling/heating coils, filter frames, motors, condensate drain pans, ductwork, and drain piping. Specific tasks include removal, cleaning, and re-installation of supply fan impellers with new bearings and system balancing, vacuuming/sealing insulation, and filter replacement. The scope also covers repairing a leaking chilled water line on Building 121 RTU-2 and addressing bent coil fins on several NH100 AHUs. The facility will remain operational, requiring contractor operations to cause minimal interference. Work must adhere to NADCA-approved cleaning methods and strict Infection Control Risk Assessment (ICRA 2.0) protocols, particularly for Class 3 and 4 mechanical rooms.
Contract Details
This is a Combined Synopsis/Solicitation with an estimated cost range of $1,000,000 to $5,000,000. The contract duration has been extended to 365 days after award, with Priority 1 AHUs to be completed within 120 days and Priority 2 work within the remaining period. Liquidated damages are set at $880 per calendar day. Bid bonds are required for proposals valued at $150,000 or greater (20% of proposal amount), and a payment bond is required for proposals $35,000 or greater.
Eligibility & Submission
This is a Total Small Business Set-Aside (FAR 19.5), however, only the following Mechanical MACC Contractors are eligible to submit proposals: Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc. Award will be based on Lowest Price. Proposals are due by February 18, 2026, at 1:00 PM EST and should be emailed to jessica.r.huebner.civ@us.navy.mil and lauren.f.loconto.civ@us.navy.mil. All amendments (0001-0007) must be acknowledged with the proposal. Requests for Information (RFIs) have been addressed in previous amendments.
Additional Notes
Contractors must comply with the Buy American Act, Executive Order 13706 (Paid Sick Leave), and Executive Order 13658 (minimum wage). A Site-specific Safety and Health Plan (SSHP/HASP) is required within 30 days of award. Compliance with the Contractor Environmental Guide for MCB Camp Lejeune is mandatory, covering hazardous materials, waste management, and environmental protection. A single individual may serve as Superintendent, Quality Control Manager, and Safety and Health Officer if qualified.
