Scope of Work
This project requires the comprehensive internal cleaning of fifty (50) HVAC AHUs in Building NH100 and four (4) RTUs at Buildings 120/121. The scope includes cleaning supply and return fans, dampers, coils, filter frames, motors, condensate drain pans, ductwork, and associated components. Specific tasks involve cleaning corroded inlet cones, repairing a chilled water line, and addressing particular AHU issues (e.g., electrical circuit breaker replacement, bent coil fin combing). All air filters must be replaced after cleaning. Cleaning methods must be NADCA-approved, and negative air/ICRA 2.0 requirements apply in work areas, especially for mechanical rooms labeled Class 3 and 4. The facility will remain operational, requiring contractor operations to cause minimal interference. Critical units (Laboratory, ICU, Same Day Surgery, L&D, Radiology) require after-hours shutdowns.
Contract Details
This is a Total Small Business Set-Aside (FAR 19.5) with an estimated cost range of $1,000,000 to $5,000,000. The contract duration is 365 days after award, with Priority 1 AHUs to be completed within 120 days. Liquidated damages are set at $880 per Calendar Day. Eligibility is restricted to Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc.
Submission & Evaluation
Proposals are due by Monday, February 23, 2026, at 1300 EST. Award will be based on Lowest Price. Bid bonds are required for proposals valued at $150,000 and greater (20% of proposal amount), and a payment bond is required for proposals $35,000 and greater. Offerors must acknowledge all amendments when submitting their proposals.
Additional Notes
The project is subject to the Buy American Act, Executive Order 13706 (Paid Sick Leave), and Executive Order 13658 (minimum wage). Contractors must comply with the Contractor Environmental Guide for Marine Corps Base Camp Lejeune. A site visit was held on January 29, 2026. One person may fill the roles of Superintendent, Quality Control Manager, and Safety and Health Officer if qualified.
