Quick Summary

The Department of the Army, on behalf of the U.S. Border Patrol Sector Headquarters in Edinburg, TX, is soliciting proposals for a Temporary Modular Office Facility. This requirement is for non-personal services to install, furnish, maintain, and remove a turnkey modular office complex supporting approximately 54 personnel for Joint Task Force–Southern Border (JTF–SB) operations. This is a 100% Small Business Set-Aside with proposals due by May 18, 2026, at 3:00 PM CDT.

Scope of Work

The contractor shall provide all labor, supervision, equipment, and materials for a complete turn-key modular facility solution, approximately 6,120 Gross Square Feet (GSF). This includes:

  • Facility: Eight (8) office spaces, one (1) controlled-access room for SECRET equipment (500 NSF), one (1) conference room, one (1) Tactical Operation Center (300 NSF), and latrine facilities (one male, one female). New buildings are preferred, but existing buildings in near-perfect condition are acceptable.
  • Services: Installation, year-to-year lease support, maintenance, and final removal. This includes custodial and grounds maintenance, and grading prior to placement.
  • Infrastructure: Electrical, HVAC, plumbing, and network infrastructure. Utilities will tie into the USBP Edinburg site. A diesel-powered generator, provided and maintained by the contractor (including fuel storage and refueling), is required. Commercial high-speed internet must be provided.
  • Furnishings: Office furnishings, desks, ergonomic chairs, conference tables, seating for 54 personnel, display screens, video conferencing, and whiteboards.
  • Security: Secure, private office spaces with sound-isolating construction (STC 50 for private office walls/doors, SIPR/TOC door, Supply Room door). Perimeter doors must be fail-secure from exterior, free egress from interior. A GSA-approved FF-L-2740 combination lock (X-10 standard) is required on the primary exterior entrance.

Important Clarifications

  • No local building, electrical, or plumbing permits are needed as the area is federal property.
  • ADA-compliant ramps and specific ADA latrine configurations are not required for this expeditionary facility.
  • Contractor requires escort at all times; continuous unescorted access is not permitted.
  • The ~6,120 GSF is not a hard ceiling; size can be increased to accommodate corridors and latrines, subject to approval.
