Submission Process
Submissions follow a multi-spiral approach:
- Spiral 1: Submit a solution video (max 5 min, HD, .mp4, <1.0gb) or a written solution brief (max 5 pages/15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model.
- Spiral 2: Selected vendors present/pitch/demo their solution, potentially including a Rough Order of Magnitude (ROM) price and notional schedule.
- Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation of terms.
Contract Details
Awards will be fixed-price, potentially including fixed-price incentive fee contracts. The overall CSO Open Period is from September 1, 2025, to August 31, 2030. Individual AoI calls will specify their own periods of performance.
