Submissions are processed in three spirals:
- Spiral 1: Submission of a solution video (max 5 minutes) or a written solution brief (max 5 pages or 15 slides). This stage requires defining the problem, demonstrating mission acceleration, advancing the state of the art, and describing the business model. Proprietary pricing is not requested.
- Spiral 2: A presentation, pitch, or demonstration to showcase technical and business viability. This may include a Rough Order of Magnitude (ROM) price and a notional schedule.
- Spiral 3: An Invitation to Propose (ItP) for a written proposal and negotiation of terms and conditions.
Resulting contracts will be fixed-price, potentially including fixed-price incentive fee contracts. The CSO Open Period is from September 1, 2025, to August 31, 2030, with an ordering period extending up to 12 months beyond this date.
