Quick Summary

The Air Force Installation and Mission Support Center (AFIMSC) has issued a Commercial Solutions Opening (CSO) titled "Streamlining Procurement for Effective Execution & Delivery (SPEED)" to competitively procure innovative commercial items, technologies, and services. This full and open acquisition seeks solutions to fulfill requirements, close capability gaps, or provide technological advancements across various Areas of Interest (AoIs). The overall CSO is open from September 1, 2025, to August 31, 2030.

Opportunity Overview

This CSO utilizes a streamlined acquisition process authorized by DFARS Subpart 212.70 and FAR Part 12, allowing for awards to both traditional and non-traditional defense contractors. AFIMSC acts as a central connector, fostering innovation by linking Airmen with resources, industry experts, and companies to transform ideas into reality. The initiative embraces open innovation, engaging with diverse entities to drive solutions from the ground up.

Current Areas of Interest (AoIs)

AFIMSC components post specific AoI Calls under this blanket CSO. Currently active "Closed" AoIs include:

  • AFCEC Enterprise-Wide Contracting Data Repository and Dashboard (2606): Seeks a centralized data repository and dashboards for AFCEC contracting information. Spiral 2 submissions due April 14, 2026.
  • Data Science Capability and Framework (2605): Focuses on developing a framework for data orchestration and advanced analytics to enhance data-driven decision-making. Spiral 1 video submissions due April 2, 2026.

An "Open" AoI, Construction Cost and Schedule (2501), seeks innovative solutions to improve project outcomes by combining benchmarking with forward-looking market intelligence. Submissions for this AoI may be provided at any time.

Submission & Evaluation Process

The CSO employs a multi-spiral approach:

  • Spiral 1: Submission of a solution video (max 5 minutes) or a written solution brief (max 5 pages/15 slides). Evaluated on responsiveness, technical merit, and price/affordability (ROM for briefs).
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation. Awards will be fixed-price, potentially including fixed-price incentive fee contracts.

Eligibility & Contacts

This is a full and open acquisition, welcoming all interested vendors, including small businesses and non-traditional contractors. Companies must have a Unique Entity ID (UEI) and be registered in SAM prior to award. Personnel security clearances and facility security clearances may be required for specific AoIs.
