Submission & Evaluation Process
The CSO employs a multi-spiral approach:
- Spiral 1: Submission of a solution video (max 5 minutes) or a written solution brief (max 5 pages/15 slides). Evaluated on responsiveness, technical merit, and price/affordability (ROM for briefs).
- Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability.
- Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation. Awards will be fixed-price, potentially including fixed-price incentive fee contracts.
Eligibility & Contacts
This is a full and open acquisition, welcoming all interested vendors, including small businesses and non-traditional contractors. Companies must have a Unique Entity ID (UEI) and be registered in SAM prior to award. Personnel security clearances and facility security clearances may be required for specific AoIs.
