Submission Process & Key Requirements

This is an "Open, Blanket CSO with Area of Interest (AoI) Calls." AFIMSC components will post specific AoI Calls. The process involves multiple spirals:

  • Spiral 1: Submission of a solution video (max 5 minutes, HD, .mp4, under 1.0GB) or a written solution brief (max 5 pages or 15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model. No proprietary pricing is requested at this stage.
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability, potentially including a Rough Order of Magnitude (ROM) price and notional schedule.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation of terms and conditions.

Active Area of Interest (AoI) Calls

Several AoI calls are currently active or upcoming, each with specific requirements and deadlines:

  • AFCEC Business Systems Modernization (AoI 2602): Seeks innovative solutions to modernize the Air Force Civil Engineer Center (AFCEC) legacy IT portfolio, focusing on secure, cloud-ready architecture, data modernization, and AI-enabled analytics. Spiral 1 white paper briefs are due March 10, 2026, 5:00 P.M. (CST). Small business vendors are specifically encouraged.

Contract Details

Awards will be fixed-price, potentially including fixed-price incentive fee contracts. The overall CSO Open Period is from September 1, 2025, to August 31, 2030. Individual award periods of performance will be specified in each AoI Call.

Eligibility & Evaluation

This is a full and open acquisition, welcoming all interested vendors, including small businesses and non-traditional contractors. Spiral 1 submissions are evaluated on responsiveness, technical merit, and price/affordability (ROM for briefs). Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
