This CSO utilizes a streamlined acquisition process authorized by DFARS Subpart 212-70, resulting in FAR-based contracts under Part 12 Commercial Item Procedures. Awards will typically be fixed-price, potentially including fixed-price incentive fee contracts. The CSO operates with an "Open, Blanket CSO with Area of Interest (AoI) Calls" model, where specific AoIs are posted during the open period.

Currently Open Area of Interest (AoI 2501)

The currently open AoI, "Construction Cost and Schedule", seeks innovative solutions to improve project outcomes by combining benchmarking with forward-looking market intelligence. The solution shall emphasize optimizing total cost of ownership, differentiating discretionary versus mandatory requirements, and iterative investigation across all project levels. It must incorporate data-driven insights, a project delivery navigator, and consider external factors like commodity prices, local labor dynamics, and Engineering, Procurement and Construction (EPC) market intelligence to predict and improve project performance.

Submission & Evaluation

  • Spiral 1: Submission of a solution video (max 5 min) or written brief (max 5 pages/15 slides) defining the problem, mission acceleration, and business model. No proprietary pricing is requested.
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability, potentially including a Rough Order of Magnitude (ROM) price.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation. Evaluations consider responsiveness, technical merit, uniqueness, technical/ROM/schedule risk, and business viability.

Eligibility & Set-Aside
