• Autonomous, Scalable Unmanned Operations (BOAR) Framework: Allow a minimal number of operators to control and manage maximum numbers of unmanned air, surface, and ground vehicles through automated mission execution, autonomous teaming, and swarm-capable operations.

• Automated Mission Management & Workforce Optimization: Automate mission planning, platform selection, flight rotations, and launch triggers to reduce approval timelines, optimize asset utilization, and ease manpower constraints.

• Aerospace Deconfliction & Airspace Integration: Provide automated airspace deconfliction by generating and submitting flight volumes and telemetry through CLUE, integrating data into a Common Operating Picture (TAK).

• Sensor, Vehicle, and System Agnostic Architecture: Deliver an open, non-proprietary, standards-based system (e.g., MAVLink, IEEE, MIL-STD compliance) that integrates with existing USAF systems (TAK, UAS Tool, CLUE, FS-sUADS, IROC), allowing flexibility across platforms, sensors, and vendors.

This document outlines a Commercial Solutions Opening (CSO) for the "Streamlining Procurement for Effective Execution & Delivery (SPEED)" initiative by the Department of the Air Force, Air Force Installation and Mission Support Center (AFIMSC).   • Spiral 1: Submission of a solution video (max 5 minutes, HD 1920x1080, .mp4, under 1.0gb) or a written solution brief (max 5 pages or 15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model. No proprietary pricing is requested at this stage.
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability. May include a rough order of magnitude (ROM) price and notional schedule.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation of terms and conditions.
