Quick Summary

The Air Force Installation and Mission Support Center (AFIMSC) has issued a Commercial Solutions Opening (CSO) titled "Streamlining Procurement for Effective Execution & Delivery (SPEED)". This initiative seeks innovative commercial items, technologies, and services to address various mission support challenges and capability gaps across the Air Force. The CSO is open until August 31, 2030, with multiple active Areas of Interest (AoIs) having specific submission deadlines.

Overall Opportunity: AFIMSC SPEED CSO

The SPEED CSO provides a streamlined acquisition process (DFARS Subpart 212.70, FAR Part 12, or 10 USC 4022 OTs) for competitively selecting innovative solutions. It functions as an "Open, Blanket CSO" where AFIMSC components post specific AoI Calls. Both traditional and non-traditional defense contractors are eligible to participate.

Active Areas of Interest (AoIs)

  • AoI 2610: RF Spectrum Monitoring System (Due 04/27/2026): Seeks proof-of-concept COTS solutions for RF spectrum monitoring and Unmanned Aircraft System (UAS) tracking at Joint Base McGuire-Dix-Lakehurst (JB MDL). Focuses on sUAS incursion monitoring, 24/7 RF spectrum monitoring, real-time data dissemination, and research into data integration and system-of-systems integration. Requires ability to handle TS/SCI classification.
  • AoI 2609: Innovative Housing Enterprise Management Solutions (Due 05/12/2026): Aims to modernize AFCEC Housing Management through advanced analytics and technology. Solutions should provide unified housing data reporting, scalable data interpretation, flexible automation, and reduce manual processes, compatible with Microsoft Office Suite.
  • AoI 2608: BRAC Innovative Approaches, Technologies and Methodologies (Due 04/28/2026): Focuses on enhancing decision-making across the Base Realignment and Closure (BRAC) portfolio. Solutions should leverage AI/ML and automation for environmental cleanup, property transfer, post-transfer management, contract surveillance, and data/financial management. Q&A clarifies a single comprehensive solution video is preferred.
  • AoI 2501: Construction Cost and Schedule (Open): Seeks innovative solutions to improve project outcomes by combining benchmarking with forward-looking market intelligence. Solutions should optimize total cost of ownership, integrate data-driven insights, and consider external factors for project performance prediction.

Contract Details

Awards under this CSO will be fixed-price, potentially including fixed-price incentive fee contracts. The overall CSO Open Period is from September 1, 2025, to August 31, 2030. Individual AoI awards will have specific periods of performance.

Submission & Evaluation

The process involves a multi-spiraled approach:

  • Spiral 1: Submission of a solution video (max 5 minutes, HD, .mp4, <1.0gb) or a written solution brief (max 5 pages/15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model.
  • Evaluation: Submissions are rated as Highly Recommended, Selectable, or Not Selectable based on responsiveness to the AoI, technical merit, and price/affordability (ROM for briefs). Successful Spiral 1 submissions may lead to Spiral 2 (Presentation/Pitch/Demo) and Spiral 3 (Invitation to Propose).
  • General Submission: All communications must be UNCLASSIFIED. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.

Eligibility & Set-Aside

This is a Full and Open Competition, considering all interested vendors, including small businesses and non-traditional contractors. Foreign-owned firms should notify the Contracting POC.
