Submission & Evaluation
The process involves a multi-spiraled approach:
- Spiral 1: Submission of a solution video (max 5 minutes, HD, .mp4, <1.0gb) or a written solution brief (max 5 pages/15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model.
- Evaluation: Submissions are rated as Highly Recommended, Selectable, or Not Selectable based on responsiveness to the AoI, technical merit, and price/affordability (ROM for briefs). Successful Spiral 1 submissions may lead to Spiral 2 (Presentation/Pitch/Demo) and Spiral 3 (Invitation to Propose).
- General Submission: All communications must be UNCLASSIFIED. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
