Quick Summary

The Air Force Installation and Mission Support Center (AFIMSC) has issued an "Open" Commercial Solutions Opening (CSO) titled "Streamlining Procurement for Effective Execution & Delivery (SPEED)". This CSO seeks innovative commercial items, technologies, and services to address AFIMSC's Areas of Interest (AoI) through a streamlined acquisition process. The overall CSO is open for submissions until August 31, 2030, with specific AoI calls having their own deadlines.

Purpose & Scope

The SPEED CSO aims to foster innovation by competitively selecting solutions that fulfill requirements, close capability gaps, or provide technological advancements for the Air Force. AFIMSC acts as a central connector, linking Airmen with resources, funding, and industry experts to transform innovative ideas into reality. This initiative embraces open innovation, engaging with traditional and non-traditional defense contractors, startups, universities, and research institutions. Solutions gain visibility within the Air Force and may lead to prototyping, testing, demonstration, and eventual deployment. The CSO utilizes a streamlined acquisition process authorized by DFARS Subpart 212-70, allowing for FAR-based contracts under Part 12 Commercial Item Procedures or Other Transactions (OTs) under 10 USC 4022.

Contract Details

  • Type: Commercial Solutions Opening (CSO) leading to fixed-price contracts, potentially including fixed-price incentive fee contracts.
  • Open Period: September 1, 2025, to August 31, 2030. Individual AoI calls will have specific periods of performance.
  • Set-Aside: Full and open acquisition, considering all interested vendors, including small businesses and non-traditional contractors.
  • Product Service Code: AC33 - National Defense R&D Services; Defense Related Activities; Experimental Development.

Submission & Evaluation

The CSO employs a multi-spiraled approach for submissions:

  • Spiral 1: Submit a solution video (max 5 minutes, HD .mp4) or a written solution brief (max 5 pages/15 slides). Submissions must define the problem, accelerate the mission, advance the state of the art, and describe the business model. No proprietary pricing is requested at this stage.
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability, potentially including a Rough Order of Magnitude (ROM) price.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation. Submissions are evaluated based on responsiveness to the AoI, technical merit, and price/affordability (ROM for briefs). All communications must be UNCLASSIFIED. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.

Current Areas of Interest (AoIs)

Several "Closed" AoIs have been released under this CSO, with the most recent being:

  • AoI 2609: Innovative Housing Enterprise Management Solutions (Due 05/12/2026): Seeks AI programs for unified housing data reporting and enhanced AFCEC housing management. (Spiral 1 white paper brief)
