Submission & Evaluation

- Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability, potentially including a Rough Order of Magnitude (ROM) price.
- Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation. Submissions are evaluated based on responsiveness to the AoI, technical merit, and price/affordability (ROM for briefs). All communications must be UNCLASSIFIED. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award.
