Quick Summary

The Air Force Installation and Mission Support Center (AFIMSC) has issued a Commercial Solutions Opening (CSO) titled "Streamlining Procurement for Effective Execution & Delivery (SPEED)" to competitively procure innovative commercial items, technologies, and services. This CSO is an overarching mechanism for various Areas of Interest (AoIs), with several active calls for solutions. The overall CSO is open until August 31, 2030.

Purpose & Scope

AFIMSC seeks innovative solutions to fulfill requirements, close capability gaps, or provide technological advancements across its mission areas. This CSO utilizes a streamlined acquisition process under DFARS Subpart 212.70, allowing for FAR Part 12 Commercial Item Procedures or Other Transactions (OTs) under 10 USC 4022. It aims to foster collaboration with diverse entities, including traditional and non-traditional defense contractors, startups, and research institutions.

Key Requirements & Active Areas of Interest (AoIs)

The CSO operates through a multi-spiraled approach (Spiral 1: video/brief, Spiral 2: presentation/pitch/demo, Spiral 3: proposal). Currently active or recently updated AoIs include:

  • 2609 - Innovative Housing Enterprise Management Solutions: Seeks AI-driven solutions to modernize AFCEC housing enterprise management, providing unified data reporting, scalable interpretation, and automated reporting. Submission due: May 12, 2026.
  • 2610 - RF Spectrum Monitoring System: Seeks proof-of-concept COTS solutions for RF spectrum monitoring and UAS tracking at Joint Base McGuire-Dix-Lakehurst to enhance base security and C-sUAS strategies. Submission due: April 27, 2026.
  • 2608 - BRAC Innovative Approaches, Technologies and Methodologies: Focuses on enhancing decision-making across the BRAC portfolio using advanced analytics (AI/ML) and automation for data integration, AR/DR management, and centralized dashboards. Submission due: April 28, 2026.
  • 2501 - Construction Cost and Schedule: An open call for innovative solutions to improve project outcomes by combining benchmarking with forward-looking market intelligence, optimizing total cost of ownership, and integrating data-driven insights. Submissions accepted at any time.

Contract Details

Awards under this CSO will be fixed-price, potentially including fixed-price incentive fee contracts. The overall CSO Open Period is from September 1, 2025, to August 31, 2030, with individual AoI awards having varying periods of performance.

Submission & Evaluation

Submissions for AoIs typically begin with a Spiral 1 solution video (max 5 minutes) or a written brief (max 5 pages/15 slides), addressing the problem, mission acceleration, state-of-art advancement, and business model. These are evaluated for responsiveness, technical merit, and price/affordability (ROM for briefs). Successful submissions may lead to Spiral 2 (presentation/pitch/demo) and Spiral 3 (Commercial Solution Proposal). All communications must be UNCLASSIFIED.

Eligibility / Set-Aside

This is a full and open acquisition, encouraging participation from all interested vendors, including small businesses and non-traditional contractors. Some AoIs may have specific requirements, such as security clearances (e.g., TS/SCI for RF Spectrum Monitoring) or CAC access. Foreign-owned firms should notify the Contracting POC.

Notes

Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov prior to award. Amendments and new AoI calls are posted on SAM.gov. Primary Contact: Michael Grasso (michael.grasso.3@us.af.mil) Secondary Contact: Krystle M. Zapata (krystle.zapata.1@us.af.mil)
