Quick Summary

The Air Force Installation and Mission Support Center (AFIMSC) has issued a Streamlining Procurement for Effective Execution & Delivery (SPEED) Commercial Solutions Opening (CSO). This full and open opportunity seeks innovative commercial items, technologies, and services to address Air Force capability gaps and technological advancements. The CSO is an "Open, Blanket CSO with Area of Interest (AoI) Calls" and remains open for submissions until August 29, 2030.

Purpose & Scope

The AFIMSC SPEED CSO aims to competitively procure innovative commercial solutions using a streamlined acquisition process authorized by DFARS Subpart 212.70 and FAR Part 12. It functions as a dynamic platform for fostering innovation by connecting Airmen with resources, industry experts, and non-traditional contributors. Solutions gain visibility and may lead to prototyping, testing, demonstration, and deployment, strengthening the non-traditional military business ecosystem.

Key Requirements / Deliverables

Submissions are processed through a multi-spiral approach:

  • Spiral 1: Solution video (max 5 min, HD, .mp4) or written solution brief (max 5 pages/15 slides). Must define the problem, accelerate the mission, advance the state of the art, and describe the business model. A Rough Order of Magnitude (ROM) price is required for briefs.
  • Spiral 2: Presentation/Pitch/Demo to demonstrate technical and business viability.
  • Spiral 3: Invitation to Propose (ItP) for a written proposal and negotiation.

Currently active or recently closed AoIs include:

  • Data Science Capability and Framework (2605): Seeks solutions for data orchestration, advanced analytics, AI/ML, and automation. Requires video submissions per subsection. Due April 2, 2026, 5:00 P.M. CDT. Personnel handling classified materials will need a Tier 3 clearance.
  • Construction Cost and Schedule (2501): An open AoI seeking innovative solutions to improve project outcomes through benchmarking and forward-looking market intelligence.

Contract Details

  • Type: Commercial Solutions Opening (CSO), leading to fixed-price contracts (potentially fixed-price incentive fee).
  • Open Period: September 1, 2025, to August 31, 2030. The ordering period may extend up to 12 months beyond this.

Submission & Evaluation

Spiral 1 submissions are evaluated based on responsiveness to the AoI, technical merit, and price/affordability (ROM). Submissions are rated as Highly Recommended, Selectable, or Not Selectable. Companies may be invited to subsequent spirals. All communications must be UNCLASSIFIED.

Eligibility / Set-Aside

This is a full and open acquisition, welcoming all interested vendors, including traditional and non-traditional defense contractors and small businesses. Companies must have a Unique Entity ID (UEI) and be registered in SAM prior to award.
