This document is a "Commercial Solutions Opening" (CSO) solicitation from the U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA), Strategic Services Branch. The CSO is a competitive, streamlined process authorized by DFARS Subpart 212.70 to acquire innovative commercial items, technologies, or services. It aims to provide rapid access to solutions that fulfill requirements, close capability gaps, or offer technological advances for various Army organizations.

This CSO is a general solicitation for innovative commercial products, technologies, and services, or adaptations of existing ones, to meet U.S. Army needs. Specific requirements will be defined in "Areas of Interest" (Aols) posted separately via amendment. Examples of potential areas include IT modernization, cybersecurity, artifact restoration, base operations, and facility support.

Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will primarily utilize FAR Part 12 Commercial Item Procedures. The period of performance for any solution brief or CSP is generally no greater than 12 months, unless otherwise specified in the Aol.

The CSO process may involve up to three phases:

• Phase 1: Solution Brief: Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution, technology concept, and rough order of magnitude price. Evaluation is based on responsiveness, technical merit, and funding availability.
• Phase 2: Presentation/Pitch (if applicable): Companies with meritorious solution briefs may be invited to present their solution, including ROM price and IP details.
• Phase 3: Commercial Solution Proposal (CSP): Companies selected from Phase 1 or 2 may be invited to submit a full proposal (Technical and Price volumes).

Evaluation of proposals will be based on merit and risk elements, performance schedule, and price fairness and reasonableness.

Both traditional and non-traditional defense contractors are eligible. Specific set-aside requirements are not mentioned in this general solicitation but may be detailed in individual Aols.

This CSO is continuously open until June 30, 2030, with the possibility of extension. Areas of Interest (Aols) will be posted separately on SAM.gov. Companies are encouraged to check SAM.gov frequently for new Aol postings. Submissions must be electronic. The Government will not pay for proposal development costs. Companies must be registered in SAM.gov and have a Unique Entity ID (UEI) to receive an award.

• The Government reserves the right to amend the CSO, forgo phases, and select "all, some, or none" of the proposed solutions.

• Proposal preparation costs are not recoverable.
• Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award.
