Scope of Work

This is a general solicitation for innovative commercial products, technologies, and services, or adaptations of existing ones, to meet U.S. Army needs. Specific requirements will be defined in "Areas of Interest" (Aols) posted separately via amendment on SAM.gov. Potential areas include: IT hardware, software, and services; museum exhibit design, fabrication, and installation; artifact restoration and conservation; modeling and simulation; transcription; custodial services; and grounds and facilities services.

Contract & Timeline

  • Type: Commercial Solutions Opening (CSO) leading to fixed-price contracts (including fixed-price incentive fee) under FAR Part 12 Commercial Item Procedures.
  • Duration: Period of performance for any solution brief or Commercial Solution Proposal (CSP) is generally no greater than 12 months, unless specified in the Aol.
  • Set-Aside: Open to both traditional and non-traditional defense contractors. Specific set-aside requirements will be detailed in individual Aols.
  • Response Date: Continuously open until June 30, 2030.
  • Published: February 4, 2026.

Submission & Evaluation

The CSO process may involve up to three phases:

  1. Phase 1: Solution Brief: Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution, technology concept, and rough order of magnitude (ROM) price. Evaluation is based on responsiveness, technical merit, and funding availability.
  2. Phase 2: Presentation/Pitch (if applicable): Companies with meritorious solution briefs may be invited to present their solution, including ROM price and intellectual property (IP) details.
  3. Phase 3: Commercial Solution Proposal (CSP): Companies selected from Phase 1 or 2 may be invited to submit a full proposal (Technical and Price volumes).

Evaluation of proposals will be based on merit and risk elements, performance schedule, and price fairness and reasonableness. The Government reserves the right to amend the CSO, forgo phases, and select "all, some, or none" of the proposed solutions.

Additional Notes

Companies are encouraged to check SAM.gov frequently for new Aol postings. Submissions must be electronic and unclassified. The Government will not pay for proposal development costs. Companies must be registered in SAM.gov and have a Unique Entity ID (UEI) to receive an award.
