Quick Summary
The U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA) Strategic Services Branch has issued a Commercial Solutions Opening (CSO), a competitive and streamlined process to acquire innovative commercial items, technologies, and services. This CSO, authorized by DFARS Subpart 212.70, aims to provide rapid access to solutions that fulfill requirements, close capability gaps, and offer technological advances for various Army organizations. The CSO is continuously open until June 30, 2030, with specific requirements detailed in individual "Areas of Interest" (AoIs) posted via amendment.
Purpose & Process
This CSO serves as a general solicitation for innovative commercial products, technologies, and services. It leverages a three-phase process:
- Solution Brief: Companies submit a brief (max 5 pages/15 slides).
- Presentation/Pitch: Selected companies may be invited to present.
- Commercial Solution Proposal (CSP): Companies with meritorious submissions may be invited to submit a full proposal. Evaluation focuses on responsiveness, technical merit, funding availability, and price fairness.
Contract Details & Eligibility
Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will primarily utilize FAR Part 12 Commercial Item Procedures. The period of performance for any solution brief or CSP is generally no greater than 12 months. Both traditional and non-traditional defense contractors are eligible. Specific set-aside requirements will be detailed within individual AoIs. Companies must be registered in SAM.gov and have a Unique Entity ID (UEI) to receive an award.
