Purpose & Scope
This CSO aims to leverage commercial innovation to fulfill requirements, close capability gaps, and provide technological advances for organizations such as the Tank-automotive and Armaments Command (TACOM), Ground Vehicle Systems Center (GVSC), Program Executive Offices (PEOs), and Army Museum Enterprise (AME). The Strategic Services Branch, through its three specialized teams (Services Team A, Base Operations & Construction Team, and TACOM Service Solutions Team), seeks solutions across diverse areas including information technology (IT), museum exhibit design, artifact restoration, modeling and simulation, custodial, grounds, and facilities services.
Key Requirements & Submission Process
The CSO utilizes a three-phase process:
- Phase 1: Solution Brief: Companies submit a brief (max 5 pages/15 slides) outlining their proposed solution.
- Phase 2: Presentation/Pitch (if applicable): Selected companies may be invited to present their solution.
- Phase 3: Commercial Solution Proposal (CSP): Companies with meritorious submissions may be invited to submit a full proposal. Specific requirements, deliverables, and deadlines are detailed in individual AoIs posted on SAM.gov.
Contract Details
Contracts or agreements awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will primarily utilize FAR Part 12 Commercial Item Procedures. The period of performance for any solution brief or CSP is generally no greater than 12 months, unless specified otherwise in the AoI.
Eligibility & Set-Aside
Both traditional and non-traditional defense contractors are eligible to participate. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. Specific set-aside requirements, such as the Total Small Business Set-Aside (WOSB, HUBZone, SDVOSB) seen in AoI 006 for Facilities Support, will be detailed within individual AoIs.
