The overall CSO is continuously open until June 30, 2030. Currently, two specific Areas of Interest (AoIs) are active:

  • AoI 001: COTS Museum Collection Management System (due February 26, 2026)
  • AoI 002: Custodial and Artifact Cleaning Services (due March 16, 2026)

Purpose & Scope

This CSO, authorized by DFARS Subpart 212.70, seeks innovative commercial solutions to support diverse Requirement Activities at the Detroit Arsenal (DTA), Selfridge Air National Guard Base (SANGB), and the National Capital Region (NCR). The Strategic Services Branch, operating through three specialized teams, aims to procure timely, cost-effective, and innovative solutions across areas such as IT hardware/software/services, museum exhibit design/restoration, modeling/simulation, transcription, custodial, grounds, and facilities services.

Key Requirements / Deliverables

  • AoI 001 (Museum Collection Management): Seeks a Commercial Off-The-Shelf (COTS) Museum Collection Management Solution for the U.S. Army Center of Military History (CMH). This solution will replace the legacy USAMIS, manage over 500,000 heritage assets, and must be cloud-hosted in a Government Furnished Infrastructure (GFI) cARMY cloud environment, achieving FedRAMP Moderate authorization and an Army Authority to Operate (ATO). It requires integration with EAMS-A and extensibility for data exchange. The solution must be operational by July 30, 2027.
  • AoI 002 (Custodial & Artifact Cleaning): Seeks innovative, non-personal service solutions for custodial, disinfection, and artifact cleaning services for the National Museum United States Army (NMUSA) at Fort Belvoir, VA. Services are required 24/7 for public areas and exhibit galleries, including specialized cleaning of frequently touched surfaces, annual restoration of stone terrazzo and wood flooring, artifact cleaning, and emergency response. Offerors must demonstrate cleaning protocols aligned with industry standards and museum best practices.

Contract Details

Awards under this CSO will be fixed-price, including fixed-price incentive fee, and will primarily utilize FAR Part 12 Commercial Item Procedures. The period of performance for any solution brief or Commercial Solution Proposal (CSP) is generally no greater than 12 months, unless specified in an AoI. Non-binding Rough Order of Magnitude (ROM) estimates are required for budgetary planning for specific AoIs.

Submission & Evaluation

The CSO process involves up to three phases:

  1. Phase 1: Solution Brief: Companies submit a brief (max 5 pages or 15 slides).
  2. Phase 2: Presentation/Pitch (if applicable): Selected companies may be invited to present.
  3. Phase 3: Commercial Solution Proposal (CSP): Companies with meritorious submissions may be invited to submit a full proposal. Evaluation is based on responsiveness, technical merit, and funding availability. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. Proposal preparation costs are not recoverable.

Eligibility & Set-Aside

Both traditional and non-traditional defense contractors are eligible. Specific set-aside requirements will be detailed within individual AoIs; none are specified in the general CSO or the current AoIs beyond SAM.gov registration.
