Purpose & Scope

This CSO aims to rapidly access solutions that fulfill requirements, close capability gaps, and provide technological advances for entities like TACOM, GVSC, PEO GCS, PEO CS&CSS, ILSC, USAG-DTA, CMH, CAA, AME, and NMUSA. The Strategic Services Branch, operating through three specialized teams, supports a diverse range of needs, including IT hardware/software/services, museum exhibit design/restoration, modeling/simulation, transcription, custodial, grounds, and facilities services. Specific requirements are detailed in individual Areas of Interest (AoIs) published as amendments.

Contract Details

Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The period of performance for individual solutions is generally no greater than 12 months, unless specified in the AoI.

Submission & Evaluation

The CSO employs a multi-phase process:

  • Phase 1: Solution Brief (max 5 pages/15 slides) outlining the proposed solution.
  • Phase 2: Presentation/Pitch (if invited) to detail innovative application, ROM price, and IP.
  • Phase 3: Commercial Solution Proposal (CSP) (if invited) with technical and price volumes. Evaluation focuses on responsiveness, technical merit, funding availability, merit, risk, performance schedule, and price fairness. Proposal preparation costs are not recoverable.

Eligibility & Set-Asides

Both traditional and non-traditional defense contractors are eligible. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. While the general CSO has no specific set-aside, individual AoIs may include them.

Current Areas of Interest (AoIs)

Several AoIs have been released under this CSO, with varying deadlines and requirements:

  • AoI 010 (ICIDS): Installation of Commercial Intrusion Detection System (ICIDS) V, Card Readers, and CCTV Network Systems Services for Detroit Arsenal. Total Small Business Set-Aside (8(a) Business Development Program). Deadline: June 9, 2026, 5:00 P.M. EST.
  • AoI 011 (CAA Security): Safety and Security Assistant Services for the Center for Army Analysis (CAA). Deadline: June 3, 2026, 3:00 P.M. EST.
  • AoI 010 (PdM RGCS Logistics): Contractor Logistics Support (CLS) for Product Manager Robotic and Autonomous Systems (PdM RGCS). Deadline: June 2, 2026, 5:00 P.M. EST.
  • AoI 009 (VTS SETA): Systems Engineering and Technical Assistance (SETA) support for Product Director Virtual Training Systems (PdD VTS). Deadline: June 1, 2026, 5:00 P.M. EST.
  • AoI 008 (CMH Transcription): Oral History Transcription Services for the U.S. Army Center of Military History (CMH). Deadline: May 27, 2026, 5:00 P.M. EST.
  • AoI 007 (AME Environmental): Environmental Monitoring System for the Army Museum Enterprise (AME). Deadline: May 21, 2026, 5:00 P.M. EST.
