The Strategic Services Branch, operating through three specialized teams, supports a diverse range of needs, including IT hardware/software/services, museum exhibit design/restoration, modeling/simulation, transcription, custodial, grounds, and facilities services. Specific requirements are detailed in individual Areas of Interest (AoIs) published as amendments.
Contract Details
Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The period of performance for individual solutions is generally no greater than 12 months, unless specified in the AoI.
Submission & Evaluation
The CSO employs a multi-phase process:
- Phase 1: Solution Brief (max 5 pages/15 slides) outlining the proposed solution.
- Phase 2: Presentation/Pitch (if invited) to detail innovative application, ROM price, and IP.
- Phase 3: Commercial Solution Proposal (CSP) (if invited) with technical and price volumes. Evaluation focuses on responsiveness, technical merit, funding availability, merit, risk, performance schedule, and price fairness. Proposal preparation costs are not recoverable.
Eligibility & Set-Asides
Both traditional and non-traditional defense contractors are eligible. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. While the general CSO has no specific set-aside, individual AoIs may include them.
