CSO Process

The CSO utilizes a three-phase process:

  • Phase 1: Solution Brief: Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution. Evaluation focuses on responsiveness, technical merit, and funding availability.
  • Phase 2: Presentation/Pitch (if applicable): Selected companies may be invited to present their solution, detailing its innovative application, Rough Order of Magnitude (ROM) price, and Intellectual Property (IP).
  • Phase 3: Commercial Solution Proposal (CSP): Companies with meritorious submissions may be invited to submit a full proposal (Technical and Price volumes).

Contract Details

Contracts or agreements awarded under this authority will be fixed-price, including fixed-price incentive fee, and will primarily utilize FAR Part 12 Commercial Item Procedures. The period of performance for any solution brief or CSP is generally no greater than 12 months, unless specified otherwise in the AoI.
