Purpose & Scope
ACC-DTA's Strategic Services Branch leverages this CSO to support a diverse range of Requirement Activities, including organizations at the Detroit Arsenal (DTA), Selfridge Air National Guard Base (SANGB), Tank-automotive and Armaments Command (TACOM), Ground Vehicle Systems Center (GVSC), Program Executive Offices (PEO GCS, PEO CS&CSS), Integrated Logistics Support Center (ILSC), U.S. Army Garrison – Detroit Arsenal (USAG-DTA), and National Capital Region (NCR) entities like the Center of Military History (CMH), Center for Army Analysis (CAA), Army Museum Enterprise (AME), and National Museum of the U.S. Army (NMUSA).
The CSO seeks solutions across various domains, including information technology (IT) hardware, software, and services; museum exhibit design, fabrication, and installation; artifact restoration and conservation; modeling and simulation; transcription services; custodial services; grounds and facilities services; and other support services.
Contract Details
Contracts or agreements awarded under this authority will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The CSO process involves up to three phases: a Solution Brief (max 5 pages/15 slides), an optional Presentation/Pitch, and a Commercial Solution Proposal (CSP). The period of performance for any solution brief or CSP is generally no greater than 12 months, unless specified in an individual Area of Interest (AoI).

- AoI 009: Systems Engineering and Technical Assistance (SETA) support for PdD Virtual Training Systems (PdD VTS). Submissions are due by June 1, 2026, 5:00 P.M. EST.
- AoI 008: Oral History Transcription Services for the U.S. Army Center of Military History (CMH). Submissions are due by May 27, 2026, 5:00 P.M. (EST).
- AoI 007: Environmental Monitoring Service for the Army Museum Enterprise (AME). Submissions are due by May 21, 2026, 5:00 P.M. (EST).
Eligibility & Submission
Both traditional and non-traditional defense contractors are eligible. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov and PIEE to receive an award. Offerors are encouraged to check www.sam.gov frequently for new AoI postings. Proposal preparation costs are not recoverable.
