Purpose & Scope
This CSO leverages DFARS Subpart 212.70 to rapidly access solutions for various Army organizations, including those at Detroit Arsenal (DTA), Selfridge Air National Guard Base (SANGB), and in the National Capital Region (NCR). The Strategic Services Branch supports diverse needs such as IT hardware/software, museum exhibit design, artifact restoration, modeling/simulation, transcription, custodial, grounds, and other support services. The goal is to procure timely, cost-effective, and innovative commercial solutions to accelerate delivery and improve operational effectiveness.
Contract Details
Awards under this CSO will be fixed-price, including fixed-price incentive fee, and will utilize FAR Part 12 Commercial Item Procedures. The period of performance for individual solutions is generally no greater than 12 months, unless specified otherwise in an AoI.
Submission & Evaluation
The process involves up to three phases:
- Phase 1: Solution Brief (max 5 pages or 15 slides) outlining the proposed solution.
- Phase 2: Presentation/Pitch (if invited).
- Phase 3: Commercial Solution Proposal (CSP) (if invited), including technical and price volumes. Evaluation focuses on responsiveness, technical merit, funding availability, merit/risk elements, performance schedule, and price fairness/reasonableness. Companies must have a Unique Entity ID (UEI) and be registered in SAM.gov to receive an award. Proposal preparation costs are not recoverable.

- AoI 003: IT Services for Center for Army Analysis (CAA) – Seeks comprehensive IT and desktop support solutions for classified and unclassified networks. Requires ISO 9000, ISO 20000, ISO 27000, CMMI Level 3 certifications, and a Top Secret Facility clearance. Submission Deadline: April 10, 2026, 5:00 P.M. (EST).
- AoI 004: Museum of the American Soldier Concept Plan – Seeks support services to develop a concept design package for a new museum at Fort Leonard Wood, MO, covering 250 years of Army history. Submission Deadline: April 21, 2026, 5:00 P.M. (EST).

Eligibility & Notes
Both traditional and non-traditional defense contractors are eligible to participate. Specific set-aside requirements may be detailed within individual AoIs. Companies are strongly encouraged to monitor www.sam.gov frequently for new AoI postings and amendments. The Government reserves the right to modify requirements, forgo phases, and select "all, some, or none" of the proposed solutions.
