The Strategic Services Branch supports diverse needs, including IT hardware/software/services, museum exhibit design/restoration, modeling/simulation, transcription, custodial, grounds, and facilities services.
Current Areas of Interest (Aols)
- Aol 001 (Museum Collection Management): Seeks Commercial Off-The-Shelf (COTS) Museum Collection Management Solutions for the U.S. Army Center of Military History (CMH). Requirements include comprehensive artifact cataloging, inventory, movement tracking, conservation, digital management, cloud-hosting (GFI cARMY), FedRAMP Moderate, Army ATO, EAMS-A integration, and data migration. Submission due: February 26, 2026, 5:00 P.M. (EST).
- Aol 002 (Custodial & Artifact Cleaning): Seeks innovative custodial, disinfection, and artifact cleaning services for the National Museum United States Army (NMUSA) at Fort Belvoir, VA. Requires 24/7 services, floor restoration, artifact cleaning, and adherence to museum best practices. Submission due: March 16, 2026, 2:00 P.M. (EDT).
- Aol 003 (IT Services for CAA): Seeks innovative Information Technology (IT) services solutions for the Center for Army Analysis (CAA), covering agency-wide IT and desktop support for classified and unclassified networks. Contract Details
Contracts awarded under this CSO will be fixed-price, including fixed-price incentive fee, and will primarily utilize FAR Part 12 Commercial Item Procedures. The period of performance for individual solutions is generally no greater than 12 months, unless specified in an Aol. Offerors are requested to provide a non-binding Rough Order of Magnitude (ROM) for budgetary planning.
Submission & Evaluation
The CSO process involves up to three phases:
- Solution Brief: Companies submit a brief (max 5 pages or 15 slides) outlining their proposed solution, technology concept, and ROM.
- Presentation/Pitch (if applicable): Selected companies may be invited to present their solution.
- Commercial Solution Proposal (CSP): Companies with meritorious submissions may be invited to submit a full proposal (Technical and Price volumes). Evaluation focuses on responsiveness, technical merit, funding availability, merit and risk elements, performance schedule, and price fairness/reasonableness.
Eligibility & Set-Aside
Both traditional and non-traditional defense contractors are eligible. Specific set-aside requirements will be detailed within individual Aols. Companies must be registered in SAM.gov and have a Unique Entity ID (UEI) to receive an award.

Companies are strongly encouraged to check www.sam.gov frequently for new Aol postings. Proposal preparation costs are not recoverable. All submissions must be unclassified.
