Quick Summary

The U.S. Army Contracting Command – Detroit Arsenal (ACC-DTA), Strategic Services Branch, has issued a Commercial Solutions Opening (CSO), a competitive and streamlined process to acquire innovative commercial items, technologies, and services. This CSO is continuously open until June 30, 2030, but a specific Area of Interest (Aol 001) seeks Commercial Off-The-Shelf (COTS) Museum Collection Management Solutions for the U.S. Army Center of Military History (CMH). Submissions for Aol 001 are due by February 26, 2026, 5:00 P.M. EST.

Overall CSO Purpose & Scope

The CSO leverages DFARS Subpart 212.70 to rapidly access solutions that fulfill requirements, close capability gaps, or provide technological advances for various Army organizations, including those at Detroit Arsenal, Selfridge Air National Guard Base, and the National Capital Region. The Strategic Services Branch, operating through three specialized teams, seeks solutions across areas like IT hardware/software/services, museum exhibit design, artifact restoration, modeling/simulation, and various support services. Both traditional and non-traditional defense contractors are eligible to participate.

Aol 001: Museum Collection Management System

Aol 001 specifically targets a replacement for the legacy U.S. Army Museum Information System (USAMIS). The solution must manage over 500,000 heritage assets across 122 collections, ensuring compliance as an Accountable Property System of Record (APSR). Key Requirements:

  • Comprehensive capabilities for artifact cataloging, inventory, movement tracking, conservation, and digital/archival/exhibit material management.
  • Robust reporting, analytics, and system administration tools.
  • Cloud-hosted in a Government Furnished Infrastructure (GFI) cARMY cloud environment.
  • Must achieve FedRAMP Moderate authorization and a full Army Authority to Operate (ATO).
  • Integration with Enterprise Army Management System-Army (EAMS-A) for user authentication and role-based access control.
  • Support for API-based data exchange with other Army enterprise systems.
  • Complete mapping and migration of 2-5TB of legacy USAMIS data.
  • Preservation of legacy archival information.

Contract Details & Submission

Contracts awarded under the CSO will be fixed-price, including fixed-price incentive fee, primarily utilizing FAR Part 12 Commercial Item Procedures. For Aol 001, the proposed solution must be fully operational by July 30, 2027. Offerors must provide a non-binding Rough Order of Magnitude (ROM) for total estimated cost (award through first full year of sustainment) and a software licensing/support model. The CSO process involves up to three phases: Solution Brief, Presentation/Pitch, and Commercial Solution Proposal (CSP). Evaluation considers responsiveness, technical merit, funding, risk, schedule, and price. For Aol 001, written solutions must be submitted via email by February 26, 2026, 5:00 P.M. EST. The subject line must be "INNOVATIVE SOLUTION for Aol 001 COTS Museum Collection Management System". Companies must be registered in SAM.gov and have a Unique Entity ID (UEI) to receive an award.

Eligibility & Contacts

Offerors for Aol 001 must demonstrate their system is currently used by a significant number of professionally managed museums recognized by national organizations like the American Alliance of Museums (AAM). Specific set-asides will be detailed in individual Aols; none is specified for this general CSO or Aol 001 beyond the COTS requirement. Points of Contact: Ms. Kelsey Greenwell (kelsey.d.greenwell.civ@army.mil), Ms. Elida Kellezi (elida.kellezi.civ@army.mil), and Ms. Courtney Serra.
